Answer- Human resource can be turned into human capital by investing in human resource in form of education as well as health care facility to improve them. The quality of human capital depends on these two factors. If the education system of a country is good then the quality of human capital also increases. But only the education do not play role in formation of human capital as health is also a very important factor that is responsible in human capital formation.
