Q- Does the President exercise his powers in the advice of the council of ministers?
Answer- It is correct that President of every country take decision on the basis of the agreement of minister or with the consent of council of minister but it is not necessary that president had to exercise his or her powers in the advice of the council of ministers. The President is the one who can take the final decision. For example for the making of law and bill is passed by the parliament and the president did not signed it so the council of minister along with other members of parliament can discuss on this disagreement from bill in meeting but cannot force him to sign in that bill. And we all know that no bill can came into force until it is not signed by president of that country.
