Q- How are ministers chosen by Prime Minister?

Answer- In India the prime minister is appointed by President through voting in Parliament. In the election of Prime Minister the public do not vote instead of them all the representatives of public or members of parliament vote to elect Prime Minister.

The Prime Minister is free to choose ministers, as long as they are members of the parliament.
