2. Who conducts the elections:
In India the elections are conducted by the independent authority of Election Commission of India. Election Commission is an independent body same as judiciary in India. There is no any political control over it. This authority has enough power so that even reprimand the government and the administrators for their lapses.
3. Popular Participation:
If the elections are not free and fair so people do not participate in the electoral process. Therefore, turn-out of the election is also a way to check the quality of the election process.
