Answer- After, First World War with the defeat of Germany. The emperor give an opportunity to form new parliamentary policies for Germany. National Assembly met at Weimar and published a constitution with a federal structure. Deputies were now elected to German Parliament or Reichstag, on the basis of equal universal vote cast by all adults including women.
