Answer- After the fall of Jacobin government the wealthier class came into power a new constitution was made according to it those members of society who do not own property where not have right to vote.

It is provided to two elected legislative council. These elected legislative council appointed a dictionary which consist of 5 members which was done to safeguard against the possibility of anyone man came into power. Members of the dictionary often fought among themselves leading to political instability and chaos. This creates a vacuum in France.
