Answer- It is absolutely right that an illiterate and unhealthy population is liability for the economy because an illiterate and unhealthy person can neither do work that need skills nor manual work. 

An unhealthy and illiterate population is liability as healthier the people more they work and more they can produce and earn therefore increases the productivity of country and the unhealthy as well as illiterate cannot do any work with his or her full potential. They are liability to that country’s economy.

For example: Ram’s family is educated and healthy so they can work with their full potential to earn their best because of their work they lives their life happily on the other hand shyam’s family id illiterate and unhealthy so they cannot do work well and half of the year they laid on bed because of weakness or fever. From these two cases we can understand that a healthy and educated person is asset and an unhealthy and illiterate person is liability to the economy of that country.
