The quality of the population of any country mainly depends on how much investment they had done in human capital formation.

The investment in human resources should be done via in education system and health care facilities to improve them all because an illiterate and unhealthy person can neither do work that needs skills nor manual work. 

An unhealthy and illiterate population is liable as healthier the people more they work and the more they can produce and earn therefore increasing the productivity of the country and the unhealthy as well as illiterate cannot do any work with his/her full potential. They are Liabilities to that country’s economy.

For example, Ram’s family is educated and healthy so they can work with their full potential to earn their best because of their work they live their life happily.

On the other hand, Shyam’s family is illiterate and unhealthy so they cannot work well and half of the year they lay on the bed because of weakness or fever.

From these two cases, we can understand that a healthy and educated person is an asset and an unhealthy and illiterate person is a liability to the economy of that country.
