Answer- The Tenth plan endeavour to increase the enrolment in higher education it mainly aimed to increase enrolment of 18-23 years of age group from 6-11 percent by the end of the plan. It majorly focuses on distant education, convergence of formal, non-formal and IT education institutions. It also focus on increasing access, adoption of states-specific curriculum modification, vocationalisation, quality,  and networking on the use of information technology. It commonly focus on developing or increasing quality as well as access to state modification.

The plan overlay on education sector, in India increased from 151 crore rupees in the First plan to 3766.90 crore rupees in the Eleventh Plan. Because of this huge increment there has been a significant increase in the number of formal, non-formal and IT education institutions over the past 50 years.
